There is a strong need for Humanitarian actions to be locally-rooted and include as many crisis-affected peoples as possible in decision making processes. To do so, the global humanitarian system needs to shift from top-down and hierarchical approaches to situated and contextual approaches to achieve effectiveness and legitimacy. With ‘local’ people often shut out of decision making processes, how can we make sure that localization isn’t just a buzz-word? Programmes like the Humanitarian Observatories can provide an answer.
