J. (Jos) Hoevenaars is a Postdoc researcher at the Erasmus School of Law and editorial manager of Erasmus Law Review. After studying sociology at Erasmus University Rotterdam, he obtained his PhD at Radboud University in 2018 with a socio-legal dissertation. Hoevenaars specializes in qualitative empirical research and has broad expertise in various areas within the framework of access to justice. His research has focused on various topics, from the strategic use of the Preliminary Reference Procedure before the CJEU to the impact of pro se litigation on courtroom dynamics. More recently, his research focuses on (the financing of) collective actions. In that context, he was a senior researcher and executive project leader of a project investigating the need for and necessity of a(revolving) litigation fund for collective actions in the Netherlands and was national rapporteur for a mapping study of the European Commission in 2024 on the possible need for more regulation of third-party financing (TPLF). He is currently involved as a senior researcher in the evaluation of the Mass Damage Settlement in Collective Action Act (WAMCA) and a study on Alternative Business Structures (ABS) for Lawyers, both of which are carried out on behalf of the Research and Data Centre (WODC) of the Dutch Ministry. His research interests include collective litigation, third party litigation funding, legal mobilization and legal ethics.
