Description

This multi annual research project was commissioned by the Dutch Research Council (NWO) under the aegis of the NWO Smart Governance Programme and was co-financed by the Municipality of Rotterdam (total grant Eruo 500.000).
This programme was inspired by the rise of 'super-wicked' problems in society, that is problems where causes are beyond control, expertise is needed, but consensus over key values is lacking and solutions are required that transcend fragmented traditional (public) services. The social care domain constitutes a striking example. Bureaucratic, market or clinical mechanisms for care provision alone do not offer a way out; new hybrid arrangements are springing up that seek to create synergies between self-governance through informal networks, care professionals and (local) government.
