The Paris Peace Accord and the presence of UNCTAL brought Cambodia apparent stability and renewed growth. But the task of building a market economy in a country whose physical and human infrasturcture were devastated is a daunting one; stabilization and adjustment will prove more difficult than assumed by the IMF and the World Bank.
