Abstract

In 1989, an implementing order of the 1980 Working Environment Act came into force in The Netherlands, stipulating two important modifications of the policy on working with toxic substances in companies. Firstly, levels of exposure must be reduced to such an extent that no harm to the health of workers can occur. Secondly, a systematic approach has to be followed in which the types of measures have to be considered in a hierarchic order. Basically, measures have to be taken as close as possible to the source of emission. Experience with this approach has already been obtained in several sectors of industry. Two examples are dealt with in this paper: the rubber industry and the polyester industry.
