Abstract

Many Western countries are investing heavily in simulating better and more creative use of information and communication technology (ICT) in higher education. Most of the cluster deals with people-issue such as participation, information and communication, and stake holders involvement. Simulation technique of the failure and success factor consists of data collection and data analysis phase. Data collection includes failure and success factors of educational ICT innovation projects. The data is analyzed via multidimensional scaling (MIDS) of unstructured short data, hierarchal cluster analysis, and semantic analysis. MIDS form the input for a hierarchal cluster analysis based on words algorithm for cluster analysis.
