The challenge of effective development aid has plagued donor and recipient countries for decades. But as many governments and donor organizations face greater demands for accountability, an international forum to be held in Busan, South Korea, later this year will shed light on whether recent global initiatives to increase aid effectiveness are working and how they can be improved. The OECD’s Stephen P. Groff explains what is at stake.
