Abstract
The Creative Economy (CE) is a growing sector in different countries and an object of interest of local governments. The objective of this study is to analyze the institutional changes related to the development of public policy of CE at the local level. In methodological terms, it was used a conceptual model based on institutional theory and the case study method of the municipality of Lisbon, Portugal. The results point for a conflicting environment was observed in which institutional changes start with a series of consecutive events considered as foundations and used in an isomorphic way for the decisions that led to the elaboration of this policy, whose scope was to answer the socio-environmental demands. Possible implications of this public policy for the development of
CE at different territorial scales were pointed out, considering that CE is still in the process of institutionalization as an organizational field.
