On the Driving Mechanism and Practice Mode of Integrating Port Resources in China's Provincial Area

Abstract

The integration of port resources among different ports within a specific province has already been the mainstream of Chinese port reforms, and which is the inevitable result caused by multiple drivers under a special historical background when the port industry has developed at a certain level. Specifically speaking, the fundamental driving is to realize the goal of port sustainable development. The national comprehensive reform and the“new normal” phase of China’s economy constitute the time background. The direct driving of the ports integration is efficiency-driven, traction is strategy-driven, key backup is administration-driven, experience learning is situation-driven. As to the practice mode of integrating port resources, it can be analyzed from such three perspectives as actor, region and path to understandthe integration of port resources within China’s provincial areas, which does favor to understand the essences of port integration, thus providing guides for making and implementing port integration policies for the provinces in China.
