Abstract
This doctoral thesis examines public professionals’ engagement with public values assessment in public policymaking and decision-making, and subsequent effects, specifically within the policy field of public real estate. To do so, a conceptual framework called ‘Public Values Assessment-as-Practice’ (PVAP) is developed and introduced in the thesis.
