Abstract
The transition from planned to market economies in the largely agriculturally-based Central Asian Republics of the former USSR is a complex process. The article argues for an initiating (rather than a mere facilitating) role for the state in this transition, in which urgent measures are needed to promote agrarian markets and to modernise irrigation systems.
